Upper East Region Moves Closer to Launching GH¢8.6bn PEARL Development Plan

The Upper East Regional Coordinating Council has held a stakeholder review meeting to advance the PEARL Framework, a 10-year development and investment plan aimed at transforming the region.
The meeting, held on Tuesday, September 1, 2026, in Bolgatanga, brought together Municipal and District Chief Executives, traditional leaders, government agencies, political parties, the private sector, development partners and other stakeholders.
The PEARL Framework, which means Prosperity through Enterprise, Agriculture, Resilience and Livelihoods, covers all 15 municipalities and districts in the Upper East Region and has an investment ambition of about GH¢8.6 billion.

Addressing participants, the Upper East Regional Minister, Hon. Akamugri Donatus Atanga, said the meeting was aimed at moving the framework from stakeholder validation to finalisation, launch and implementation.
He stressed that PEARL must go beyond being a document and be supported with the institutions, resources and partnerships needed to deliver real results for the people.
The Regional Minister said the plan’s success would depend on its impact on communities, including the creation of jobs, productive farms, thriving businesses and improved livelihoods.
He called on all stakeholders to work together to resolve outstanding issues and prepare the framework for a successful launch and sustained implementation.
